Public Participation Guidelines

The Four County Board of Education meets on the third Thursday of each month at 5:30 p.m. in the District Board room at Four County Career Center. The Board Policy Manual specifies conduct and procedures for public participation at Board meetings, as follows:

  • All meetings of the Board are open to the public. Agendas are available at Board meetings. The section on the agenda for public participation shall be indicated. Noted in each agenda shall be a short paragraph outlining the Board’s policy on public participation.
  • Persons addressing the Board shall give their name and address. If several people wish to speak, each person is allotted up to three minutes until the total time of 30 minutes is used. During that period, no person may speak twice until all who desire to speak have had the opportunity to do so. Persons desiring more time should follow the procedure of the Board to be placed on the regular agenda. The period of public participation may be extended by a vote of the majority of the Board.
  • Undue interruption or other interference with the orderly conduct of Board business will not be allowed. Defamatory or abusive remarks are always out of order. A speaker’s privilege of address may be terminated by the President if, after being called to order, the speaker persists in improper conduct or remarks. Board members and the Superintendent/Designee may question a speaker or make comments in response to the speaker’s remarks.
  • At Board meetings, no person may orally initiate charges or complaints against individual District employees or challenge instructional materials used in the District. All such charges, complaints, or challenges must be presented to the Superintendent/Designee and Board in writing signed by the complainant. All such charges, if presented to the Board directly, are referred to the Superintendent/Designee for investigation and report. Challenges of instructional materials used in the District are subject to District policy, rules, and regulations.
